How CLT Homeownership Works
Affordable Homeownership Through the Community Land Trust Model
Rondo Community Land Trust creates permanently affordable homeownership opportunities in St. Paul, and Ramsey and Dakota Counties, using the community land trust (CLT) model. By separating ownership of the home from the land, we lower purchase costs while preserving long-term affordability.
Our programs help low- to moderate-income families build equity and create generational wealth, all while keeping homes affordable for future buyers.
You Purchase the Home
Qualified buyers purchase the home at an affordable price. The cost is lower because the land is not included in the sale.
The Land Stays Community-Owned
Rondo CLT retains ownership of the land through a 99-year renewable ground lease, protecting long-term affordability.
You Build Equity
Homeowners build wealth by paying down their mortgage and earning a portion of the home’s appreciation when they sell.
Affordability Is Preserved
A resale formula ensures the home remains affordable for the next family, creating generational impact from a single investment.

Rondo Community Land Trust’s Homebuyer Initiated Program (HIP) helps income-qualified households purchase and rehabilitate homes in St. Paul and Suburban Ramsey County.

Acquisition / Resale Program
Our Acquisition/Rehab/Resale program purchases homes on the open market and then makes improvements to minimize long term maintenance and energy costs to ensure a healthy home.
